Either she forgot to add income to her taxes or the feds screwed up by she got the nice letter from them saying you owe us an additional $330+ and because they are so nice, they will only charge her $8.42 interest if she pays by November 22.
Yet there are those out there who get away without paying any tax.
Go figure.
